An approximately 106 million dollar budget is being proposed for Dodge County next year. County Administrator Jim Mielke and County Board Chairman Russ Kottke have unveiled the proposed 2015 budget. Mielke says the budget represents an increase of 5.34 million dollars compared to the 2014 budget, with the largest increased appropriation in the Transportation Fund at nearly 3 million dollars, and in the maintenance and information technology departments at about 1.2 million dollars. Mielke says the proposed tax levy is about 32.73 million dollars, and increase of 650 thousand dollars over the current budget. However, the good news for taxpayers is that the proposed mill rate would drop two and-a-half cents to $5.67 per thousand dollars of assessed value; the first mill rate decrease since the 2009 budget. Mielke says the 2015 highway construction projects include Phase Two of the County Trunk C reconstruction from Highway A to Jersey Road, reconstruction of Highway V from Highway 33 to the Mayville City limits, and the reconstruction of County Trunk E from the Beaver Dam City limits to Horicon. Mielke says capital expenditures in the budget include human resource management software upgrades, communications upgrades, and an air conditioning conversion project at the Henry Dodge Office Building . Mielke says the budget maintains the levels of programs and services the County provides. In September, the County Board adopted a financial plan to use about 5.62 million dollars in county sales and use tax proceeds to pay debt service on bond issues and fund capital improvement projects. The plan also allows the use of undesignated general funds in 2015 in an amount not to exceed 750 thousand dollars. The County Board will look to adopt the 2015 budget at their November meeting.
