MILWAUKEE (AP) — Republican Roger Roth has defeated Democratic state Rep. Penny Bernard Schaber to win an open seat in northeastern Wisconsin’s 19th state Senate District.  Roth, an Appleton homebuilder and former state representative, and Bernard Schaber, also of Appleton, had been vying to replace longtime Republican incumbent Mike Ellis. Ellis decided not to seek re-election after a video surfaced last spring of him talking about creating an illegal political action committee.  The 19th Senate District includes portions of Outagamie and Winnebago counties, as well as parts of the Fox Cities.  Democrats had their sights set on the open seat as part of their bid to reclaim the majority in the Senate.  Roth says he campaigned on improving the state’s economy and that message resonated with voters.
