MILWAUKEE (AP) — Wisconsin voters have agreed to change the state constitution to prevent the state transportation fund from being siphoned to pay for other needs.  A bipartisan group of state lawmakers proposed the amendment after the Legislature used $1.4 billion from the existing transportation fund to pay for schools and other expenses between 2003 and 2011. At the same time, the Legislature approved $1.2 billion in borrowing for transportation spending.  The transportation fund includes money collected through the gas tax and fees imposed on driver’s licenses and vehicle titles. The amendment that passed Tuesday dedicates the money to road maintenance and construction and other transportation needs.
