The Fond du lac city council has approved a budget that includes a 5.4 percent increase in the tax rate and does not dip into the city’s fund balance.  The council voted six to one last night in favor of the 2015 budget with council president Sam Meyer voting against.   Meyer wanted to use some of the fund balance to reduce the city’s debt.  Councilmember Gary Miller proposed using $800,000 of the fund balance…but later withdrew his motion.  Councilmember Brian Foster says a small savings this year could result in a big penalty in a few years.  Councilmember LeAnn Lorrigan says the council is looking to the future by passing the budget as proposed.  Councilmember Greg Giles says not touching the fund balance gives the city flexibility.  The $31 million budget includes $255,000 to help Marian University cover a potential funding gap in a project to open a new nursing school in the downtown A.C. Nielson building.
