MADISON, Wis. (AP) — Gov. Scott Walker says significant changes will be made to the state Department of Transportation budget request that would increase taxes and fees by $751 million.  But Walker refused in a Tuesday interview with The Associated Press to rule out anything in the proposal, including a gas tax increase that he has previously opposed.  Walker says he is “not making absolutes on anything right now.” But he says that doesn’t mean he would ultimately support the gas tax increase.  The DOT submitted its budget to Walker on Friday and he made his first public comments about it on Tuesday to AP from Boca Raton, Florida, where he is attending a meeting of the Republican Governors Association this week.
