(AP) — Wisconsin would join five other states that impose special fees on electric and hybrid vehicles if the proposed $50 annual charge put forward by the Department of Transportation becomes law.  The proposal must win approval in the Legislature and be signed by Gov. (AP) — Manitowoc County sheriff's officials have identified the victims of a weekend highway crash.  Authorities say 21-year-old Andrew Preston, of Whitelaw, and 23-year-old Casey Schamburek, of Reedsville, died when their vehicle left county Highway K in the Town of Maple Grove early Saturday and struck a tree.
