MADISON, Wis. (AP) — A more conservative Wisconsin Legislature starts its two-year session next week facing a $2.2 billion budget shortfall and several tough issues.  Those include right-to-work legislation, raising gas taxes and fees to pay for roads and expanding the private school voucher program.  Governor Scott Walker begins his second term on Monday with even larger Republican majorities in both the Assembly and Senate.  That should make it easier to pass his agenda. He’ll propose most of it in the two-year budget he’s likely to introduce in early February.  Walker says he’ll be aggressive in his second term. Besides tax cuts, he wants entitlement reforms, smaller government and a school accountability bill.
