MADISON, Wis. (AP) — Gov. Scott Walker’s budget would cut state general fund spending in the first year but raise it in the second to help plug a projected shortfall. The budget he delivered to the Legislature on Tuesday would cut state spending less than half a percentage point in the first year. It would go up 6.7 percent the second year. There is no across-the-board cut to state government. Instead, the budget is balanced through large targeted reductions like a $300 million cut to the University of Wisconsin System, accounting moves and smaller reductions and savings. There would be a net decrease of about 400 state government positions over the two-year budget, and roughly half of those have been vacant for more than a year.

A house fire near New Holstein claimed the life of a child. Shortly after 2am Wednesday firefighters were called to the scene on Honeymoon Hill Road near County Road T. A child in the home was pronounced dead at a hospital. The cause of the fire remains under investigation.
