MADISON, Wis. (AP) — Two Republican legislators are trying again to drum up support for a measure that would increase penalties for repeat offenders. Representative Jim Ott and Senator Alberta Darling urged the Senate judiciary committee during a hearing Thursday to approve their proposal to change a fourth offense from a misdemeanor to a felony punishable by up to three years in prison.
