MADISON, Wis. (AP) — The Wisconsin Assembly has finished the Legislature’s work on a bill that would expand property owners’ rights. The bill would prohibit counties from imposing development moratoriums, forbid municipalities from blocking property owners’ attempts to sell or transfer their land and bar counties from regulating repairs on structures in shore land setback areas. The proposal also would require judges to resolve questions about zoning ordinances in favor of property owners and declare that undeveloped land zoned for residential, commercial or manufacturing would be taxed at 50 percent of its value. The Assembly passed the bill last week but the Senate amended it Tuesday to remove the undeveloped land tax language. The Assembly approved the change on a voice vote without debate Thursday. The bill goes next to Gov. Scott Walker.

A house fire near New Holstein claimed the life of a child. Shortly after 2am Wednesday firefighters were called to the scene on Honeymoon Hill Road near County Road T. A child in the home was pronounced dead at a hospital. The cause of the fire remains under investigation.
