The Fond du  Lac County executive says a bill that would expand property rights would reverse steps that have been taken to improve water quality on Lake Winnebago.  The state Assembly has approved a bill that would prohibit counties from imposing development moratoriums and bar counties from regulating repairs on structures in shoreland setback areas.  Fond du Lac County executive Al Buechel says the county will review its shoreland zoning ordinance if the governor signs the measure into law. The proposal also would require judges to resolve questions about zoning ordinances in favor of property owners and declare that undeveloped land zone for residential, commercial or manufacturing would be taxed at 50 percent of its value.
