CHICAGO (AP) — State attorneys are trying to persuade a panel of federal appellate judges that a Wisconsin inmate featured in the Netflix series "Making a Murderer" was properly convicted.  Brendan Dassey was sentenced to life in 2007 in photographer Teresa Halbach's death two years earlier. MADISON, Wis. (AP) — Republican lawmakers are circulating a bill to expand broadband service in underserved parts of the state.  The bill made public Tuesday is sponsored by Rep. Romaine Quinn and Sen. Howard Marklein. It would allocate $15.5 million in grants for rural areas.
