MADISON, Wis. (AP) — Wisconsin’s youth prisons have found it difficult to move away from using pepper spray, solitary confinement and shackles on inmates, even though those practices put them out of step with similar institutions across the U.S. Violence has erupted repeatedly since July, when a federal judge ordered a dramatic reduction in the disciplinary tactics. Staff members say inmates have become emboldened by the order. But a researcher says the problems come from poor management.

A house fire near New Holstein claimed the life of a child. Shortly after 2am Wednesday firefighters were called to the scene on Honeymoon Hill Road near County Road T. A child in the home was pronounced dead at a hospital. The cause of the fire remains under investigation.
