2-15-18 public hearing on prison overhaul plan

The ranking Democrat on the Assembly corrections committee says a bipartisan bill introduced this week lays the foundation for a youth corrections overhaul.   Under the plan the Lincoln Hills juvenile prison would close by 2020, instead opening county-run secure residential care centers for less serious offenders, while keeping serious juvenile offenders under state supervision.  State representative David Bowen of Milwaukee says allowing counties to run local, secure residential care centers will transform how young people are treated and deliver improved outcomes. The Assembly corrections committee is holding a public hearing on the bill Thursday.
