5-30-19 sexual assault-untested kits

MADISON, Wis. (AP) — A new report shows the state crime labs' efforts to review tests of unanalyzed rape kits delayed more than 300 active cases.  The state Department of Justice report on crime lab performance found the labs took in 8,626 cases for DNA testing in 2018 and completed work on 5,664 cases. The Republican controlled Jt. WAUPACA, Wis. (AP) — Three Wisconsin men are charged after a homemade "cannon" exploded in Marion, killing an Illinois man last weekend.  The three are charged in Waupaca County with homicide by negligent handling of explosives, a felony.  Forty-two-year-old Kenneth Niemer of Clintonville, 37-year-old Robert Mattes of New London and 60-year-old Scott Mattes of Marion appeared in court Wednesday.
