9-30-20 fdl council meets in special session to consider lakeside park binding agreement

The Fond du Lac city council holds a special meeting Wednesday night to consider a binding agreement with a business group for an alternate Lakeside Park master plan.   The council will decide if the city should enter into the agreement before a feasibility study is completed and with a potential April referendum that would require voter approval before there could be any development on the lighthouse peninsula or Oven Island.    Meanwhile, a representative of a group opposed to the plan, John Papenheim,  says the group was disappointed the advisory park board this week, at the direction of the city attorney, declined to vote on a request for the council to hold off on voting for the plan at least until a feasibility study is done.   Papenheim says the group also wanted the board to recommend that any excess donated revenues go any potential  infrastructure costs of a new restaurant, and  that the Lakeside Forward board that would oversee the restaurant and amphitheater be advisory only.    The  city attorney told the advisory board they couldn’t vote on the requests because the matter was listed as an input item on the park board agenda.
