MADISON, Wis. (AP) €” Gov. Scott Walker says he won’t push to make Wisconsin a right to work state or expand the Act 10 collective bargaining law if elected to a second term.    Walker says proposing Wisconsin be a right to work state would “bring back the whole firestorm again,” referring to the 2011 protests over the Act 10 law that effectively ended collective bargaining for most public workers.  And Walker says that would be counterproductive.  He says the same thing about expanding the Act 10 restrictions to police and firefighters.
