RICE LAKE, Wis. (AP) — A 24-year-old who served on the Rice Lake City Council and as mayor when he was only a teen is now joining the Wisconsin Legislature.  Romaine Quinn says he believes his age is an advantage because he can relate to younger voters in ways many others cannot. He says he can better understand paying for college, buying a home and grappling with minimum wage.  Quinn, a Republican, beat incumbent Stephen Smith in the 75th Assembly election by more than 2,000 votes last Tuesday. He says he was shocked that he won by such a large margin, but he thinks it shows people have faith in his abilities.  Quinn is a salesman at Viking Coca-Cola in Rice Lake and is looking forward to serving in the Legislature next year.
