MADISON, Wis. (AP) — The state Assembly is expected to consider limits on debates this week. The Republican-controlled Assembly is scheduled to convene its first floor period of the session Wednesday. The only item on the agenda is a Republican proposal to limit debate. Last session Republicans and minority Democrats agreed on time limits ahead of each floor period to keep debate from stretching into the wee hours. Now Republicans have proposed formal rules that guarantee each party gets at least 30 minutes to debate final passage and allow for tabling amendments all at once. That could curtail debate on the state budget; the minority party often attempts to delay the spending plan’s passage by tacking scores of amendments to the document. Minority Leader Peter Barca says the rules are too restrictive.
