MADISON, Wis. (AP) — Fewer Wisconsin children died as a result of child abuse and neglect in 2013. That’s according to a new report by the Wisconsin Department of Children and Families.  Twenty children died compared with 23 in the previous year.  But the state has seen an increase in alleged and substantiated abuse cases over the five-year period beginning in 2009. The number of substantiated cases of abusive head trauma, so-called shaken baby syndrome, increased from 43 to 80.  Wisconsin Department of Children and Families spokesman Joe Scialfa says the agency is monitoring closely the rise in head trauma cases.  In Milwaukee County, the number of fatalities more than doubled from three in 2012 to eight — all of them children under the age of 7.
