1-16-15 upskirting penalties

MADISON, Wis. (AP) — State lawmakers are moving closer to outlawing ‘upskirting’ in Wisconsin.  An Assembly committee unanimously voted Thursday to make the act a crime. Upskirting is photographing or videotaping a person’s genitals, buttocks or breasts without his or her consent. It would be a Class I felony under the bill.  Offenders could be sentenced to up to three and a half years behind bars. The offense is currently treated legally as an invasion of privacy, with a punishment of up to nine months in jail. Republican Rep. Jim Ott says he hopes to have the bill passed as soon as possible. The bill could be debated by the full Assembly as early as next week.
