NEENAH, Wis. (AP) — Governor Scott Walker says he is confident a bipartisan coalition of lawmakers could be put together to overcome Republican opposition to his call to borrow $200 million this year to pay for roads. Walker traveled to Neenah to make his case Tuesday at the site of a road project that would be delayed without the additional borrowing.
