12-31-15 state supreme court says investigator’s demotion didn’t violate law

MADISON, Wis. (AP) — The Wisconsin Supreme Court says the state Justice Department didn’t violate whistleblower laws when it demoted an investigator after she raised concerns about using state agents at a political convention.  Joell Schigur was serving as director of DOJ’s Public Integrity Bureau in 2008 when she sent an email to her superiors questioning a plan to use state agents to protect then-Attorney General J.B. Van Hollen at the national Republican convention. DOJ officials demoted her a month later.  Schigur alleged the agency retaliated against her in violation of state whistleblower protections. The high court ruled 3-2 that the protections apply only when an employee discloses information and Schigur provided an opinion.
