The team helping Joe Biden prepare for the White House and a nonpartisan institution are asking President Donald Trump to cooperate with an orderly transition of power, even though the president has not conceded the election.   Retired Ripon College political science professor Marty Farrell says depending on how quickly Trump recognizes Biden as president-elect will determine how smooth the transition occurs.  “They start setting out space and allowing members of the transition team to come into the White House and have office space.  Also they start to get security clearances,”  Farrell told WFDL news.  “But if Trump refuses to cooperate until he perhaps has to then that could delay and make for a less smooth transition.”    In the meantime Farrell says Biden will begin to assemble his cabinet.  Biden this week announced details of a task force that will create a blueprint to try to control  the coronavirus pandemic.
