MADISON, Wis. (AP) — State officials and legislators are not offering many details to support a handful of anecdotes they say justify overhauling Wisconsin's civil service system. Representative Jim Steineke and Senator Roger Roth plan to introduce a bill next week that would reshape hiring rules for non-political appointees. Steineke, Roth and Governor Scott Walker all have justified the moves by telling vague stories of misbehaving state employees.
