(AP) — Wisconsin Attorney General Brad Schimel has asked a federal judge to declare state budget provisions requiring food stamp recipients to undergo drug testing are legal.  The budget Republican Gov. BLACK RIVER FALLS, Wis. (AP) — The Wisconsin Department of Justice is helping a sheriff's office investigate a cold case homicide in which the only clue is a human skull.  Jackson County sheriff's officials say loggers found the skull in a remote wooded area near the Village of Warrens in August 1978.
